Attendance.

Minutes.
The minutes of the meeting held on 9th September 2011 were agreed and signed by the Chairman.

Matters Arising.
1> The HACAN report on AEF is on their web site. 2. The recent death of Alan Keen MP for Feltham and Heston was reported. 3.The Director was congratulated on the response to the Aviation Framework consultation document as were members who had contributed.

Heathrow Operational Freedom Trials
The trials which allow TEAM to operate during busy times take place in two phases from November to February and the July to September. The trial started with poor communication and consultation from BAA Local Authorities have no imput into the trials operation. A member had sought definitions from BAA concerning aspects of the Trial but they have not responded
The Chancellor in his Autumn Statement gave strong support for Heathrow maintaining its hub status other than providing a third runway but also did not rule out mixed mode. Local Authorities do not have the time and expertise to provide evidence to challenge BAA figures but a firm called AvGen does
A representative from AvGen gave a presentation concerning their data collection and analysis of aircraft movements and how this could be used in respect of the freedom Trials with some 30,3330/35,000 packets captured daily
The CAA states that it will not count easterleys but BAA website contradicts this. Cranford Planning Application will not be submitted until after the Trial so as to avoid confusion. The CAA expects BAA to produce detailed daily data.
Laanc beleives that independant information is needed to verify BAA data and to determine TEAM as against TEAM*. The cost of reports from AvGen were discussed and it was agreed that the Chairman and Director would decide if AvGen input was required. Member Councils will also be approached to see if they will contribute towards these costs.

Recent Developememts
A consultation is expected in March 2012 on all aspects of the Framework Policy for implimation in 2013. The London Night Flight regime runs out in October 2012 qand a consultation is iminent.
The appears to be a resurection of the Thames Estuary Airport with high speed road and rail links to London being proposed
A light railway connection between Heathrow and Gatwick has been proposed. Traffic Figures.
Heathrow figures are up with 471,000 flights and 4% for passengers.

Report from HACC.
The agenda for the forthcoming seminar was still awaited. There was much discussion on weather effects and Olympic preparartion. A380's come in on runway nearest the terminal. TEAM and TED are not used at the same time. The new MD attended but did not mention communities in his address only the commercial aspects of the Airport

AoB.
It was reported that the recently introduced mini cabs are now carrying out 400/500 trips a week. The revised Insulation Grant Scheme was expected in March 2012

Matters Arising.
1. A robust objection had been submitted and acknowledged in respect of the Planning Framework. 2. The Director was congratulated on the response to the Aviation Framework consultation document as were members who had contributed. 3. TEAM and TED were NOT supported contrary to a previous minute.

DfT Consultation "developing a sustainable framework for UK aviation"
A representative from AvGen gave a presentation concerning their data collection and analysis of aircraft movements and how this could be used in respect of the freedom Trials with some 30,3330/35,000 packets captured daily

Matters Arising.
National Planning Policy Framework is causing considerable concern in particular where it allows removal on controls on air polution. The Director is to put in a robust objection on the basis of noise and air polution..

DfT Consultation "Developing a sustainable framework for UK aviation"
There are some 48 questions in total but it was agreed that LAANC response principally on those concerning noise with remainder dealt with in general. Further amendments were made to the submitted draft covering papa's 5.40, 5.42, 5.43, 5.45, 5.46, 4.47 and 4.48. A members paper was to be used to respond to 5.30. Heathrow now has only 29% business travel and they should concentrate more on this sector which they are good at.

Heathrow Noise Trials
The BAA noise seminar did not explain facts well and facts and figures were not given out until the end. Questions to BAA met with hostility. There appeared to be an attitutde of we can do and will do the trials and use Cambridge University to measure outcomes. Traffic Figures.
Heathrow figures are up with 4.8% for flights and 5.4% for passengers.

Report from HACC.
New CEO did not memtion local communities in his future ideal speach. Laanc Chairman pointed out that Local Councils played a major role in HACC.

Matters Arising.
THe members excellent paper on Noise Studies was welcomed. Our HACC Representative has huge environmental knowledge.

Report from the Eecutive.
The director reported on the Executive meeting including the Laanc response to the DfT Consultation of the Framework for Sustainable Avaition where there were many questions but few answers. At present noise is measured on a 30year old study when under 300,000 movements pa took place. There are 47 questions to be answered.
HACAN are publishing a report on Connectivity of the London airports. The SE Taskforce is arranging for trials to be carried out to give the Airport operation freedom. The Government has reconfirmed a 480,000 movement cap.

Traffic Figures.
Heathrow figures are up with 5.1% for flights and 5.6% for passengers over the year.

Report from HACC.
Norman Boivin is new Managing Director of Heathrow. The NAP is slightly better than expected in the draft. Surface access needs improving together with more adequate road and rail links. The SE Airports Task Group trials will take place from November and in Summer 2012. The will be consultation on CAA Stregic plan shortly

AoB.
The Planning Framework is likely to be introduce after PPG24 is withdrawn thus creating a time with no noise guidance.

DfT Consultation "developing a sustainable framework for UK aviation"
Our draft response is still in preparation due to the late release of supporting documents. ANASE officially declared unreliable . A aircraft noise and community response paper by a member highlighted the similarity betwee ANASE and EEA studies. Connectivity between airports needs to be considered. "Slots" encourage half empty planes to maintain the slot. HACC will respond to the consultation at their next meeting. The EEA plus member paper will form a major part of our response to the consultation.

Heathrow figuresare down for flights and up for passengers.

Report from HACC.
New Managing Director is Normand Boivin last in charge Montreal. The Noise Action Plan is slightly better than expected. Surface access needs improvement. SE Airport Taskforce review has resulted in flight trials in November and Summer 2012 to test alternation/mixed mode

AoB.
The new Planning Framework is causing concerns concerning the withdrawal of PPG 24 before new policy in place.

Treasurers Report
This was tabled by the Treasurer who answered Members questions following which the Report was agreed and the Treasurers representative thanked for his excellant work during the year.

It was proposed, seconded and agreed that Mr Michael Elliott be President, Hon Freeman Gerry Ceaser and Dr Margaret Majumder be Vice Presidents, Cllr Malcolm Beer be Chairman and Cllr Tony Harman be Vice Chair

Election of Executive Committee

Matters Arising.
Rob Gibson links arrived yesterday.
Rob Gibson has put in a letter to HACC concerning noise and climate change. The night flight portfolio is needed by the Minister by end of September.

Review of Heathrow Noise Mitigation Schemes.
The consultation for thise wschemes close on 1st August and over 1000 people have attended the consultation meetings despite some venues being difficult to find. LAANMC was unhappy with a number of the proposals which set the base line above their preferred base line of 55Lden and the amount of mitigation costs provided
The Director to respond accordingly.

DfT Consultation "developing a sustainable framework for UK aviation"
Members working group will be forwarding comments from Laanc concerning noise and climate. Amendments were made to 5.40, 5.42, 5.43, 5.45, 5.46, 4.47 and 4.48.

Traffic Figures.
Heathrow figuresare up with 4.6% for flights and 5.1% for passengers but may be skewed due to volcanic disruption last year.

The Noise Action Plans were signed off by the Minister and will be published by BAA within 28 days. TEAM and TED details still awaited.

Report from Executive.
Night flight consultation expected by Easter 2012 with a likely roll over for a further year. There might be the possibility of a 12 to 5 curfew.
Fares Fait taxi increse charges iminent.
4D =time should adjust in flight to ensure arrival on time.
Noise Insulation Grants are being reviewed and Laanc pressing for 57Lden base line.

Traffic Figures.
Heathrow figuresare up with 3.6% for flights and 3.9% for passengers.

DfT Consultation.
The consultation on "developing a sustainable framework for UK aviation" was still being considered and is likely to replace the Air Transport White Paper of 2003. There is a need to review European studies as our social studies are out of date . Anase findings are close to European findings with UK base line now 25/30 years old.
Closing Heathrow was not a realistic option in economic terms and amelioration has to be the target

Directors Presentation
The Director outlined the European Emmissions scheme that is being progresivly applied to the UK. Copies available on request.

Report from HACC.
Air quality is not improving. There was a presentation on the Rapid Transport System and community grants The Noise Action Plans have been signed off. The Night flight consultation is due in Spring 2012

Heathrow is reviewing all insulation grants and Laanc agreed they should ask for 55Lden to be the base line.

Matters Arising.
The Thames Estuary Airport proposal is unlikely to proceed.
Seat utilisation has risen from around 72% to 75% according to BAA data.

Traffic Figures.
Heathrow figures level but other London Airports are down.
BAA Data for 2010/2011 give 456478 standard movements and 5085 other movements authorised. The Chairman reported considerable numbers of non exempt flights at night over the past weeks.

DfT Consultation.
The consultation on "developing a sustainable framework for UK aviation" was introduced by a Member and he answered detailed questions from Members on its implications. Research proposals and costs to enable a considered response are to be agreed between the Director and Chairman.

Report from HACC.
It was reported that there was little of relevence to Laanc with the time spent on noise being minimal.

AoB.
Should Northolt be added to our agenda.
Noise monitoring, Environmental Impact Assessment and Cranford Planning dates have all slipped.
Clear dates must be obtained for Consultations.
BAA Noise mitigation schemes to be launched on 9th May with consultation period to August 1st.

Report from Executive.
The Director reported on the discussions at the Executive meeting held earlier concerning "Price Control at Heathrow" Consultation and our response. The recommended response was agreed and Director to submit prior to the closing date.

Aviation Policy. The London Night Flying restrictions are due for review for implimentation in October 2012.

Traffic Figures.
Flights for January indicated a 9% increse on December which gives a yearly decrease of 1.3% with a 4.6% increase in passengers.

HACC Report.
The Heathrow Noise Action Plan would be published by the end of March.
The DfT will shortly be consulting on a new Aviation Strategy.
BAA is seeking new locations for noise monitors.

AoB.
Hillingdon to circulate BAA data on TEAM and TED.
BAA will be submitting a planning application to Hillingdon in mid 2011 for use of the northern taxiways which will have to be accompanied by a full environmental impact study.

Matter Arising.

CAA Consultation.
The consultation concerning extending price controls at Heathrow and gatwick was explained by the Director. This invited stakeholders to comment on a wide range of topics. It was agreed that Laanc's response should suggest a revised framework for landing charges linked to environmental performance and could also include mitigation packages.It waas agreed that the Director respond direct to CAA due to short time frame.

Aviation Policy.
The Director reported that a new Aviation White Paper was expected. A Member also reported that this would be very different to the current ATWP.
London Night Flight Flying restrictions expire in October 2012 so new proposals are expected.

Air Traffic Figures.
These were circulated by the Director.

HACC Report.
BAA are to provide data relating to TEAM and and discussion took place over mobile noise monitor locations.
For 2010/2011 Heathrow had operated with 35% easterly takeoff's.

AoB.
The question of seat utilaisation was raised and Director to report back.

Minutes of the Executive held on 3rd December 2010 were approved and signed by the Chairman.

Matters Arising.
The Administrator to acsertain whether Kingston and Harrow subscriptions have been paid.

CAA Consultation.
"Future Air Space Provision" is a current CAA Consultation on how airspace can be used up to 2030 is about to end. This could give alterations tpstack, provide herringbone approaches and tram lined departures were discussed and noise preferential routes will need confirming.
The Government has not yet decided if the CAA is to have an environmental role.
The draft LAANC response was circulated and discussed and agreed subject to minor amendments.

UK Aviation Policy.
There have been two DfT consultations to replace the current White Paper. The SE Task Force is due to meet on January 31st.
The Night Flight Consultation is not now expected untill the end of 2011.

Publicity Leaflet.
The final draft was approved and it wll be sent to all member Councils and representatives and Members of Parliament.

Heathrow Expansion.
BAA and Industry are working hard behind the scenes to reinstate Runway 3.
Properties purchased by BAA for R3 are beleived to be being let via a Housing Association.
A 10% sale of BAA Shares would give them a market valuation.

HACC Report.
Concern was voiced on the unpreparednes of the Airport for the extreme snow conditions recently experienced.

Air Traffic Figures.
Heathrow down 2.4% on ATM's and 9.5% passengers probabaly as a result of the snow.

AoB.
London Councils have asked if we still support Heathrow Expansion. They have been told that we never have supported expansion.

The minutes of the Council Meeting held on 17th September were approved and signed by the Chairman.

Matters Arising.
Skyport is available on line.
The web site is now working again after tecnical difficulties and the publicity leaflet is with the printers.

Report from Executive.
Concern over lack of attendance by representatives was discussed and it was agreed to send a questionaire to all representatives with the LAANC Publicity leaflet.
The Director will do a robust response to the Airport Capacity proposals.
The Boing 747/400RB is up to 2dB(a noisier than previously thought and this may effect both contours and QC rating.
2M is a policy and publicity group whilst LAANC is a technical body supported by Environmental Officers and Councillors.

Aviation Policy.
Several members attended a CAA seminar on the subject which they found informative and clarified area of conjestion. The consultant leaves on 7/12/2011 and the result may give tramline flights rather than a spread. Night flight, Post Cranford and noise insulation schemes are expected in 2011.

Traffic Figures.
Total for year 1.8% down at 452778 ATM's but passengers up 0.4% on the year.

HACC Report.
The last meeting covered the abandonment of Cranford and the resultant situation.

Cranford Presentation.
Two Members gave a detailed presentation concerning post Cranford noise changes which had previousely been given at Heathrow NTK.

Matters Arising
Kingston on Thames and Harrow are yet to pay their subscriptions
Questionaires on attendance and value to be sent to all members.
2M are only a policy and publicity unit with LAANC providing the technical expertise.

Airspace Proposals
Current consultations will finish of 7/2/11 which might result in tramlining rather than spreading the noise footprint. The Director is to respond accordingly.
A new White Paper or a Aviation Policy Statement is expected shortly.

747 Performance
The Boing 747/400RB is now classed as up to 2db(a) noisier than expected and contour adjustment may be required

1.8% decrease on last year at 452778

HACC
The Environmental Impact Assessmentwill go with the Scoping Document in January with consultation on the Planning Application taking place between January and March 2011. A full submission is expected in April/May.
The new taxiways post Cranford will come on stream in October 2012.

Cranford

A number of Members have attended a Ministerial Meeting concerning the abandonment of the Cranfor Agreement and they reported accordingly.

Heathrow Expansion
Nic Ferridy from the Aviation Environment Forum is to speak at the AGM during the afternoon as Tim Johnson is unavailable.

Noise Action Plans
There has been no progress

Laanc Publicity
The publicity leaflet was full discussed and amended.

Traffic Figures
London area figures are down 8.22% generally but only 3.6% at Heathrow.

HACC
Most of the items discussed are covered above.
Noise insulation schemes are being reviewed with Hounslow expecting to be more adversley effected by the abandonment of Cranford.

All BAA Noise insulation schemes are to be reviewd with the current 60db needing to be lowered.
BAA do not expect to exceed 480,000 movemebts for the next 10 years.

Nick Ferridy from Airport Environmental Federation gave a presentation on their work and answered questions.

Minutes
The minutes of the meeting on 5th March were approved and signed by the Chairman. There were no matters arising.

Heathrow Expansion
The Director reported on the successful judicial challenge with the Judge noting a considerable degree of success being acheived by the applicants. The Judge also granted 60% of the appellants costs to be paid by the Government.
It was noted that if the Labour Government is returned the third runway is likely to be supported but if not the Conservatives state they would abandon the same.
The Noise Action plans appear to be little more than a dest top study
There is a need to ensure mixed mode is not revisited as this could generate 50,000 extra flights a year.
Laanc are to complain to BAA over their interpretation of the Court Judgement and will be sending a letter to HACC asking them to revise their position.

High Speed Rail (HS2)
Nothing at present of concern but need to keep under review.The Labour Governments route through the Cotswolds is much different to 2M's which would follow the M1 corridor to at least Leicester from a Cricklewood hub.
The Director is to do a presentation on high speed rail to the AGM in September

Dft Consultation
The Noise Action Plan for the London agglomeration was published without notice at the end of March. It has one mention of airport noise.
BAA have refused to give details of their NAP despite repeated requests.

Air Traffic Figures
2009 UK figured down by 8.8% and Heathrow lowest in London down 1.5%
The Icelandic volcano and dust cloud caused several doys total shut down. Noise monitors at Kew showed 11dB reduction from 4am and Longford 25dB reduction prior to midnight

HACC Report
This was mostly covered in the items already minuted above and the agenda for the meeting was very thin and the attendance of the Local Authority Members very poor.

The NTK Committee is now moving in the right direction.

AoB
It was agreed to circulate a Laanc briefing note to all new local MP’s after the Election to emphasise the detrimental effect of Mixed Mode operation in the increase in movements and the likely end to alternation.

Minutes of the Council Meeting held on 5th March 2010

Minutes of the meeting held on 4th December were approved and signed.

Matters Arising
There is no further update on the abandonment of the Cranford Agreement, monitors etc and taxi way works are not yet in place.

Judicial Review.
The Local Authority case was put over three days in the High Court and it is felt that they had a good hearing.
The decision is expected by 12th March (arrived 26th)

Report from Exec Committee.
The Executive reported on their earlier meeting and agreed that the sub headings should be included on the agenda.
The executive had considered matters concerning Noise Action Plans, The future regulation of the aircraft industry CAA/Dft consultaion and the potential of night noise limits being relaxed for the Olympics.
The Director asked for comments on the proposed responses by 10th march so that a final response can be formulated.
The members also understood that the NATS consultation is to be reformed prior to reconsultation

Traffic Figures
It was noted that the London Area flights we down by 11.3% and passengers by 5.5%. Numbers are being effected by the poor spring weather and economic downturn.

AoB
Northolt is changing to weekend opening hours but Planning requires no civil flights at the weekends.
The Northolt Community Consultation Committee has been reformed and appears effective.
It is beleived that there are no current Planning Conditions concerning hours of operation and number of movements so some detailed negotiation is likely.

Minutes
The minutes of the meeting held on 29th January were agreed and there were no matters arising.

Heathrow expansion.
Members were updated on the current position regarding the review and the Court proceedings.
The judgement is expected by 12th March (actually arrived 25th)

Noise Action Plans.
Nothing further to report as far as Heathrow is concerned. The noise action plan is expected to be submitted to the E C in April.

Night Noise.
FoI request indicates that the Government will consult on the 2012 noise regime at the end of 2010.
Philip Carlisle has temporarily replaced the late Maurice Hudson as Technical Advisor to HACC.

Current CAA/Dft Consultations.
The director submitted a report and suggested responses to the consultations. He responded to members questions and asked that if members had further comments on the draft response he needed their view by 10th March so they could be incorporated in the final LAANC response

Air Traffic Figures
The continuing downturn in passengers and movements due to the economic situation was noted.
